OBJECTIONS TO PROPOSED CONNECTION
OF TWC AND TLW WATER DISTRIBUTION NETWORKS IN CATALONIA, SPAIN

The proposed plan for the connection of the Tarragona Water Consortium network to the Ter-Llobregat Water network has been published (Diari Oficial de la Generalitat de Catalunya DOGC 3692-05/08/2002). However, in reality if put into effect this would be the National Hydrological Plan's projected water transference from the river Ebro to Barcelona in all but name.
As I believe that this would result in the death of the river Ebro and its associated ecosystem, I would like to offer the following objections.

· There are more reasonable alternatives available for consideration within the river basins of Catalonia.
· The Ebro is a fragile river with a limited, ever decreasing amount of water and it would not withstand any more pressures without its ecosystems being put at risk.
· There are not enough technical and social reasons to justify this water transfer.
· I believe a more acceptable way forward would be to instigate a technical, scientific, and social debate about water management and establish a New Water Culture.

For the reasons stated above I strongly urge that this proposal be withdrawn.

The above is submitted for consideration by the relevant body within the time period stipulated by the official documentation mentioned previously.
